Publicly and privately insured people, many of whom suffered severe functional impairments and complex medical and demands, piqued the interest of city politicians, who were especially curious about the welfare program of psychological health treatment options available to them.

The RAND study team took two distinct but complimentary approaches to solving these problems. Mental health workers in the public sector were represented, as were academic policy specialists and local government officials. Patient Perceptions Of Mental Health Services Availability

Long waiting times for visits and poor communication between physicians were also cited as difficulties experienced by patients. For others, a mental health crisis necessitated an inpatient admission before they ever sought help. Patients said that preexisting challenges in accessing care were worsened during the pandemic. During the epidemic, some people relied on telemedicine to get the care they needed, but they reported being unhappy with the service they received.
